Choose these settings, click open. Do this every 8 hour. Choose "1 unit"

If you REACH 50/50 Warhammer DON'T JOIN  to Warhammer rally.
If you REACH 10/10 Refugee Camp DON'T JOIN to Refuge Camp rally.
You can create those rally after limits. HELP has limit, LEAD hasn't limit.

RED is GOOD,
BLACK is BAD
BLUE is THE REASON.

DON'T USE BLACK. 

REPORTS FOR VERY BAD, BAD, HALF GOOD

HALF GOOD RESULT = GOOD RESULT but IT HAS RISK FOR BAD or VERY BAD RESULT

These are rally leader reports = harm. You must add empty slot members (they couldn't join, they couldn't gain rewards) harm to these.
